  1. Try to sign into LG from you settings menu. You likely can't. Sign in using phone as hotspot, reboot your router/modem. If you still are missing some functions change DNS on TV to 8.8.8.8

Change DNS on TV to 8.8.8.8 (not sure that this is required but this and below worked for me) Disconnect Ethernet cable (if any), use phone as a Hotspot (wifi) and you should be able to download and accept agreements. If phone is using network router/modem and ISP (do not know if this is possible then make sure that phone is using data and not location network). After setup connect to local network instead of phone. Complete installation including loading other apps that may need setup. Reconnect phone hotspot if any of these are an issue. Once setup you will not need phone as hotspot. Once things are working OK if you have issues with smart functions, restart you modem/router. My TV would use its web browser fine but would not download agreement and acted like a server was down. This likely will not help original poster but hope that others find this. It worked on my OLED65C1.
  3. I assume that you were either not using Ethernet or disconnected cable during Hotspot test otherwise data runs through Ethernet instead of Hotspot. Also make sure that you were using phone data and not local network for your phone, otherwise data is going through your ISP and router/modem. My problem was either related to data going through router/ modem or ISP but guess it was model/router settings that I did not try to resolve after phone Hotspot worked to get a user agreement downloaded and signed to allow new LG TV to install smart features. Try contacting Lg technical support. They were very useful for me.
  4. Try using phone as hotspot to see if problem still occurs.
  5. Try using phone as a hot spot instead of normal wifi/ethernet. Even with your normal wifi working your ISP or router/modem may be blocking the connection that is different than connection to other services.
  6. Try connecting TV to phone as hot spot and unplug ethernet from TV (if used), until sign in and then go back to your normal wifi or router. I saw the same message for days until I did this. See my user agreement download problem issue post above.
  7. Also, if resetting up Alexa log out of Alexa on LG TV and remove Alexa from voice assistant on Sonos. Also remove all Devices and likely related groups on alexa.amazon.com Keep any Skills.
  8. First modem that worked was ZyXEL C1100z and second C3000z--Both with Century Link. I did continue to have some lost smart functions like voice assistant but then changed TV DNS setting to 8.8.8.8 and restarted C3000z modem/router and TV is working perfectly including LG TV Alexa or Voice Assistant functions to control TV (pressing buttons on remote) and Sonos Beam soundbar (previously renamed Sonos room to Garden to avoid confusion). To turn TV ON I say: Alexa Turn On Garden and OFF: Alexa, Turn OFF Garden--all without pressing LG OLED C1 assistant or Alexa buttons. Alexa Volume UP, Play Music, ...all work through Sonos Beam (hands free). All Devices and Groups were removed on Alexa alexa.amazon.com before setting up Sonos Beam or LG Alexa , Skills through alexa.amazon were added before Alexa setup were both LG Thinq and Sonos. OLED C1 does not have external mic so Voice Assistant or Alexa assistant buttons must be pressed for TV to hear. Since Sonos Beam also has Alexa when pressing TV buttons I do not say Alexa.
  9. Running TV on phone hotspot allowed agreement to be downloaded and TV works fine now. Yea! Our internet was upgraded to VSL after service went down and I wonder of new CenturyLink service or modem blocks the sites that agreement comes from.
  10. We just purchased a new LG WebOS TV OLED 65" and running the setup through the app or the TV remote says it can't load the user agreement. This is blocking us from getting to streaming apps like Nexflix or any smart functions like Voice assistant. TV worked fine for a few days but voice assistant stopped working and after much effort LG tech said to Reset to Initial Settings. Now we have mentioned no smart functions. TV is on ethernet and its browser functions on web fine. Tried running off neighbor's wifi with same results. Tried switching to different country, unplugging/hold power button for 20 seconds/wait one minute, resetting TV multiple times, setting up remote again, ... Error message: Unable to Load User Agreements A server error has occurred while downloading the User Agreements. You must download and agree to the terms of the User Agreements to use this feature or application. Do you want to try to download them again… Unable to Load User Agreements Sorry, but the User Agreements can't be downloaded at this time…Please check your internet connection and try again later. No change when trying over five days. Now there is no local company available to service TV. Maybe it's time to send it back and give LG TV a one star rating. I am willing to change motherboards but doubt if LG would go along with that. Anyone have any ideas.
