I'm not sure if this is true or not as I heard about this from Reddit. But it sounds like in at least the US region, that Samsung has exclusive rights to have HBO GO as a "TV" app. Which would make sense, since it appears other regions have the HBO GO app while other regions don't. It was just reported that per below that Latin was getting HBO GO on their LG TVs. https://www.hbolapress.com/news/640

I think this is region specific. Because if you check this youtube review video you'll see that this reviewer actually have HBOGo as an app on his LG Oled TV. When asked about it, in the comments he states that the HBOGo app was on their default. You'll see the HBOGo app as scrolls through all his apps:
