you firstly need to setup home-assistant on a raspberry pi.
https://www.home-assistant.io/
then setup the LG webos integration on the home assistant: https://www.home-assistant.io/integrations/webostv/
then use the notifications service to send all kind of notifications

I want to know if there is a way to send messages like push notification or popus with messages to the LG TV?
yes there is. i have the home-assistant running on a raspberry pi, i have integration with the webos and i use the notify.tv service to send all kind of notifications. For example when the door opens, the attributes of my amplifier (dolby surround information) and many more.

The TVs have 10/100 ethernet. I always had bandwidth limit especially when streaming 80-100GB movies without any compression.
I switched from wired to wireless 5GHz and it works perfectly.
Strange why even high priced premium models don't have a gbps ethernet.
even stranger the problem you mentioned with the disconnections.
