WebOS GooglePlay Missing in Japan? Any Way to Override?

Hi. I purchased my LG TV at Costco in Japan. I am an ex-pat in Japan. It's actually a 60UH7500. In WebOS I can't see the GooglePlay application. Is it not available in this region? If not, why not? Can't it be made available in all regions? Is there any way to override? Thanks.
